Adds the network plugin concept to quark, as well as a new "bridge" column to the port model for dual mode networking support.

This is a first cut of this plugin. More work needs to be done, but we're in the proof-of-concept stage at the moment. Perkins and I just wanted to cut this patch so we can focus on how to retrieve the correct networks for all the standard use cases.

P.S. Why is travis-ci broken w.r.t. status messages?
