[x] In tests for CardsToFlip make sure that we never return an index that is empty.
[ ] Actually SetUpForGame

[ ] Figure out why the test in index is not working. The order of the first cards does not have any bearing on the Components. It's like every time we ask for ComponentAt we get a random shuffling of the stack.
[ ] Once above is done, unstash the changes to actually do SetUpForGame and ProposeMove, test, and verify in build on server that its play seems reasonable.
[x] cull LastCards of any that are no longer valid card indexes
[ ] with some random chance forget the last card in memory (which represents that memory is fuzzy)
