This should just be push notifications. Once you're fully logged in (not logged in anonymously) you can choose to get notifications:

None
When new cards are added in [at least] SECTION
When people comment on threads I've participated in
When people comment on anything
When people star a card (only visible to admins)

[x] When serviceworker is loaded, have a then(registration => {}) that sets a global variable of the registration, so messaging can pick it up and useServiceWorker. (https://css-tricks.com/implementing-push-notifications-setting-firebase/)
[x] A button that shows up only if fully logged in that allows you to get notifications
[x] Make sure users table is locked down (there's another issue for this) so only admins and the users themselves can see it
[x] some way to disable notifications in general
[ ] Some maintence task that goes through and figures out the substantive updates since last time that button was pressed, and then sends out an update about those cards (requires a link back to those cards, right?)
[ ] Consider having the preferences stored in a notificationTokens table, with a pointer back to uid. That allows each one to have their own preferences (the same user could conceivably want different types of notifications on different devices) or have the preferences be stored on the underyling uid
[ ] When you turn on notifications, your device is stored in users table (that's the canonical way we tell if notifications are enabled, if our client side notification thing == what the user's table tells us) (see https://github.com/firebase/functions-samples/tree/Node-8/fcm-notifications for example)
[ ] Have a cloud function that when a new comment is created sends a notfication to everyone

[ ] Have a push settings dialog that allows changing which types of notificaitons to get

[ ] edgecase bug: if you enable notifications as one user then log out and log back in it shows you as having notifications enabled
[ ] Support notifcations coming via e-mail instead
