i-sudoku hint doesn't appear to be selecting from the same distribution as ctrl-h #277

At least in minimize-unnecessary-culling.

After fixing #275 , noticed that although ctrl-h in i-sudoku is giving the results I'd expect, normal hint seems to be selecting from a totally different distribution.
