need smoother amplitude changes for voices #15

Quick amplitude changes sound rough - there are discontinuities in the
audio from sudden jumps in amplitude at block boundaries. We need the
amplitude to change smoothly (over the period of one block, for example),
the way that the AmplitudeScale effect works.
