Control page for audio effects parameters #7

Assume effects are only for recorded audio for now.  Each parameter is a
floating point value and can be queried for name, range, etc.

There is now a page just for effects parameters and synthesis parameters.  It's
nothing fancy though.  Ideally it would be intelligent enough to dynamically 
draw
sliders, etc. for whatever effects were present, but for now it's hard-coded.
