Integrate CKAN into the IDE for the following:

[ ] Verify KSPRoot is a KSP directory
[ ] Package Management Dialog
[ ] Package Restore into current KSPRoot
[ ] Publish NetKAN metadata generated from deploy rules (#3) and project info as a PR to NetKAN.

Is currently blocked on KSP-CKAN/CKAN#1588.
