Build package for xhp #2

This repo is just leaving the c5.php for xhp as a loose file. This really should be included as its own package, so it can be distributed and installed easily.

In e5129a90b9f7b698f5cc024bfe1b52fb9b25f0ce I've put some structure around this -- most importantly, it loads the lib at the package's on_start(), so there's no extra work to activate xhp once the package is installed..
