Upgrade to tuf-on-ci rc-v0.4.0 #83

This is a release candidate that I'd like to see get tested a bit more: So I'm planning to merge this here and likely make a tuf-on-ci release early Jan.

The changes come from tuf-on-ci-template branch "rc-v0.4.0".

This is on hold since GitHub has managed to break Pages deployment with the newest releases (which I'm using here)
