Use `\hbox_unpack_(drop|clear):N` whichever is available

\hbox_unpack_clear:N was renamed to \hbox_unpack_drop:N in 2019, but some distributions still ship older versions of expl3, so use "drop" if it's available, and fall back to "clear" if not.
