Explicitly make fetch.txt files part of payload

.. if the FILENAME starts with data/ that is.

Also SHOULD be in the manifest(s).

This is a proposed fix for #8.

(I had to do the </t> <t> thing around the figure for xml2rpc to render it correctly)
