Build docs #27

hello! this adds assimp as a submodule and checks for the DOCS_RS environment variable so that docs can (hopefully) build for this crate.

closes jkvargas/russimp#24

hey man, would you mind to raise the version and if you have a minute and if you have a minute check whats failing with the windows build? thanks! =)

bumped the version. the workflow's showing that the vcpkg build is failing but i don't know how to resolve this error, and i don't have a windows machine to test locally:

Run cargo vcpkg build
     Cloning https://github.com/microsoft/vcpkg
    Checkout rev 9ab3baf
   Compiling vcpkg
  Installing assimp zlib
   Compiling bzip2 (triplet x64-windows-static-md)
