Create util.py to handle similar processing of two endpoints

Removed data aggregation, left the stream argument in as it shouldn't effect anything
Updated units to expect units in db to be mV for voltage and uA for current. This may cause the current plots to show weird number, but this is what we were going to do on the device moving forward. (Sorry I feel like we've changed this a lot)
I was able to upload binary data and JSON data to the end point and could view it on my local browser. I will send binary data over slack as it has some EUIs that I want to keep secret.
