Policy with existing store could not be updated with CI file without store #100

What steps will reproduce the problem?
1. create policy with a store
2. update policy with CI file where no store is defined

What is the expected output? What do you see instead?
The existing store is not removed.

If an empty store (no store) is defined for a policy, internally the store 
ADMINISTRATION must be assigned.
