Encoding of Configuration Item files #149

What steps will reproduce the problem?
1. define special character in XXX encoding (not OS encoding) for description
2. update CI

What is the expected output? What do you see instead?
The description is not as expected because the OS default encoding instead of 
specific encoding is used.

New parameter must be added to support specific encoding for exports and 
updates.
