policy filters are not removed on policy update #151

What steps will reproduce the problem?
1. add a filter to a policy file by adding "filter '...'" to a role
2. update this policy (policy is updated correctly and filter is added)
3. remove the filter from the policy file
4. update this policy again (policy is updated but filter is still there)

What is the expected output? What do you see instead?
the filter should be removed from the policy

What version of the product are you using? On what operating system?
V0.10.0 on Windows XP

Please provide any additional information below.
