'Similar definitions' for form/field/settings are removed when imported back to schema #169

What steps will reproduce the problem?
1. create form where field is having two setting with 'same name', one with 
'Input Type' and another with 'input Type'
2. export form using MxUpdate Tool, export file is having both definitions
3. import CI back to schema, secong definition is not there anymore

What is the expected output? What do you see instead?
   all definitions are in even after import

What version of the product are you using? On what operating system?
   Enovia V6R2012x.HF11
   MxUpdate Update Deployment Tool V0.10.0 (with latest revision 854 and unOfficial fix)

Please provide any additional information below.
   OOTB is having this kind of setting (e.g 'FORM_type_Meeting.tcl')

sorry, one really important definition were not given to you
- we are using environment were case insensitive mode is enabled (print system 
casesensitive -> 'CaseSensitive=Off')
- problem is really coming from core...
