Support for revoke access for owner and public for policy states in V6 #88

What steps will reproduce the problem?
1. define revoke access for public / owner
2. export policy
3. remove revoke access for public / owner
4. update policy

What is the expected output? What do you see instead?
The revoke access is not defined in the CI file and could not be updated.
