Add skeletal package file #4

Hopefully this will trigger indexing on CPAN.

I have not touched the version number, but it should probably be updated.

There is also the issue that the version is now defined in two places, with Makefile.PL taking it from levmar.pd, but this could be dealt with as a separate PR.

Any chance this could be merged and a new version uploaded to CPAN?

(Assuming the PR works as intended)

I just uploaded this to CPAN. Has not yet been processed. Please let me know if all is OK. I have not used PDL for some time.

Thanks for that. It's visible on metacpan now, and installs for me using strawberry perl 5.26.1
