I'm not sure if it is a bug but I noticed that the ctan version of e.g. http://mirrors.ctan.org/support/synctex-parser/synctex_parser.h is 1.19 while http://mirrors.ctan.org/support/synctex-parser/synctex_parser_version.txt says 1.21 and here on github the version is 1.21 too.
