XML parsing error when using background pages #345

What steps will reproduce the problem?
1. open or create a pencil file with a background page

What is the expected output? What do you see instead?
background images are not displayed. I have an XML parsing error instead.

Please use labels and text to provide additional information.
WinXP, FF7, Pencil 1.3 beta

I also have this issue with v1.3.2 on Windows 7
