Rename "AlarmBorder" Template to "DisplayObjectOverlay" #185

The AlarmBorder template is present on every DisplayObject. It displays the appropriate color border when an alarm is active. It also handles navigation to template popups. It should be renamed to indicate that it handles more than just the AlarmBorder display.

All DisplayObject templates will be impacted by this issue.
