Accuracy change #23

Added a 30-seond shot clock, and updated several areas of code to handle accuracy of replays according to the shot clocks. Replay stats in several circumstances should now be closer.

Also updated COLBBTMS file format to allow storing of ACTUALS for Blocks, 3FGA and 3FG Pct. In addition to being used for COMPARE, these could actually be used for in-game calculations going forward. (where available).
