Billets view #10

Why don't I make a billet view from scratch using dc.js locally here at AFPC and get AOs feedback once we get the billets data? I think they'll know better on what an operator in the field would look for when searching for a billet. That'll take care of issue #5, #6, #7 and save unnecessary work. We can bolt on the complete js code on top of our existing shell easily.

Now that we'll have member view on there, let's do that for #11 as well. At least the charts and filtering front-end
