Dashboard dataTable Scrollable or not? #18

I got a feedback saying scrollable was easier to use. @jlepird, it's your call. You've seen my example of scrollable table, so you know what it looks like.

Let's implement yours @johangithub -- can you refactor the filtering in the find billets/airmen pages?
