Fix typo in README.md #34

Fixes Ubuntu 18.04 release link.

Typos have been integrated a long time ago.

For the USER_WINDOW_DECORATION option:

  1. openbox is no longer used in v4 images.
  2. I don't see a lot of value to let end-users control this behaviour. This seems more like an app-specific change that should be done during build of the image.
