Updated the Alpine baseimage to 3.19 #214

A lot of packages like ffmpeg or chromium are now outdated for the deprecated Alpine 3.16.

Why not update to 3.20 instead ?

Because in https://github.com/jlesage/docker-jdownloader-2/issues/212 skycaptain only tested with 3.19. I didn't test 3.20, if it's usable it's of course better to use the newest image.
