Thank you for your reply and i'm not talking about a filter that could do this but rather at the time of rendering the video, like on vegas pro.
I don't know Vegas.I only see the filter as a possibility, but maybe someone else has another solution.So far I haven't managed to get the filter to do what you describe. If you have a possible solution in mind take your time, by the way how come the software isn't a Time Remapping option?

I Slow/Fast Motion are implemented with frame sampling technique. If frame blending becomes available via MLT or FFMPEG we'll add it.

This feature is indeed missing and be added for probably version 2.16.
