Absorb split of charge and charge valid bits. #42

In dinyar/uGMTfirmware#247 we are tracking the splitting of the charge valid and charge bit field. This will have an effect on some of the helper scripts. We should sync these changes here.

Changes done in firmware. For the moment we can use an old ugmt_constants file as a workaround as there have been no changes in the positions of the values.
