No FIPS for Virgin Islands #22

Hi,

It appears that the Virgin Islands are not in cdlTools::stateNames, so they cannot be converted to their FIPS code (78). Obviously this is not very problematic, but it seems like not too bad of a fix.

Thanks, fixed in git, will push out for cran after a bit more testing.
