But I would separate net neutrality concerns from the operational management of the network. Therefore, my suggestion is to restructure things as follows:
• Move the entire NN discussion to somewhere just above Security Considerations. It's a sort of a "Regulatory Considerations" section.
• Create a new chapeau that states what net neutrality is (roughly), breaking it into components, and then subsequently discussing each component. If you need subsections, I think you've gone to far down the rabbit hole. Keep it brief.
• Section 4.2 is a little different. Here you are calling out incentive and monetization models. If these are truly necessary to succeed, then they must be mentioned in at least the intro, and perhaps in the abstract.
