Need to set default precisions before processing command line arguments #15

Default precisions must be set before processing command line arguments otherwise defaults will always be used (actually, some strange behavior was observed when trying to set precision lower than the default: applicable values were not printed at all).

I know this project is not being maintained, but I figured I'd commit a fix just in case you chose to pick it up again at some point in the future.

Additionally, I will be creating a new project from the latest ncdump source inspired by your project. Thanks for your time and inspiration on this!
