Add `'perhaps?'/1` #7

Adding a 'perhaps?'/1 allows to use this library in cases where performance is more important then absolute correctness.

And while we are here, we now have a test suite, so it ought to be checked there as well.

I'll submit tests in a separate PR since my fancy in browser all web scale full stack editor doesn't support merging upstream, if that's OK?

There is a build failure, the perhaps?/1 function is not exported.
