Overhaul Ground-Based Noise Routines #7

Ground-based noise modeling was introduced for simulating future 30-m class coronagraph spectra in Meadows et al. (2018). There are numerous improvements that can be made to generalize this functionality (telescope location, target airmass, etc.) using direct calls to the ESO SKYCALC tool.
