Parslet dependency bump #60

Parslet version 2.0 was released in February and addressed some issues in Ruby 2.6+. There are a few breaking changes from v1.8.2, but TOML is not affected by them. This PR updates the Parslet dependency to avoid version conflicts with libraries and applications that require the 2.0 version.

Thanks for the quick turn around @jm! Do you think this could go out in a new version soon? Happy to open a PR for the version and changelog updates if that would be helpful
