Random Issue (Failed to establish a database connection. Check connection string, username and password.)

What steps will reproduce the problem?
1. Go to 
https://sites.google.com/a/rentokil-initial.com/risa-ayoba-online/prospect-repor
t-form
2. Try to add new record, sometimes we get random error "Failed to establish a 
database connection. Check connection string, username and password". We are 
sure username and password are 100% correct. This happens randomly.
3.Please help

What is the name of your database instance?

Failed to establish a database connection. Check connection string, username 
and password.

We have multiple users (all our our domain) using the system and it works most 
of the day, but sometimes we just get this error (Failed to establish a 
database connection. Check connection string, username and password.). What are 
we doing wrong?

We are also seeing random database unavailability. Also the database seems to 
restart frequently (which probably during restarts is shortly not available).

This issue needs to be addresses, so connections to CloudSQL are guaranteed at 
all times (as like running a RDS instance for example. For the time it's up, 
it's available and won't reboot unless something happens to it).
