restart instance take forever #39

While I "restart my instance", I cannot reach my instance anymore.

Could you tell us the name of your instance? The draining can take up to 15 
minutes in some cases.

Hi there:

My instance name is tagtoosql:tagtoo. The instance is back right now.
Unfortunately I cannot provide an accurate time about how long the instance is 
away.
Because I am busy on switch my service to another live instance.

I Hope google team can provide some notice or document about the down time of 
the "restart instance".

Restart should be faster now. (~30 seconds)
