Cloud SQL Console Logs show PST instead of UTC #65

The Cloud SQL console logs seem to show times in PST timezone rather than UTC 
(even though this particular instance is located in the EU).

This is very confusing, as backups are specified as UTC but reported with PST 
timezone at time of backup.

Please report all in UTC or make the timezone user selectable throughout the 
console.

This issue has now been fixed in the new Google Cloud Console: 
https://cloud.google.com/console
Both fields use UTC + offset
