Changing Tier Size Fails #76

What steps will reproduce the problem?
1. Select target CloudSQL instance
2. Edit Cloud SQL Instance settings by selecting "Edit"
3. In the "Resources and Billing" section select the "Tier" drop down box to 
change the size from current (D0) to a new size (D2).

What is the name of your database instance? tob-o3apps:o3apps-tob

What is the expected output? What do you see instead? After selecting a new 
tier size from the menu I expect the instance to restart and the updated db 
instance resources to be available. When I execute these steps now nothing 
happens.

Please provide any additional information below.

Restarting the instance does not help.
Using different browsers to execute this request does not help.

Hi David,
Did you click on the "confirm" button after making the tier change? Was there 
any error at all? Our record only shows the restart. I don't see the tier 
change.

Your comment got me thinking. I assumed the confirm button would be a popup 
like on other edit pages, but wanted to be sure. So I viewed the source of the 
edit page and found the missing button.

For others who may be looking for it, the button is placed at the bottom of the 
summary section below all the text and it is blue in color. 

Unfortunately, the summary section does not scroll so on small monitors (like 
mine) the button was located below the visible section of the screen.
