Twelve hours after I enabled billing, I still can't create a Cloud Instance #77

Tweleve hours ago I enabled billing, but on the page "Create a New Cloud SQL 
Instance" it won't let me create a mysql instance. It says billing is not 
enabled.

I re-enabled billing (re-entered my info and credit card info) and now, 
finally, I was able to create a cloud storage instance.

Sorry - to clarify, "offline" means we'll contact you via email to protect your 
project details. Some users would prefer to not expose their project 
information.
