Creating new instance in Location "United States" does not have dropdown for server size.

What steps will reproduce the problem?
1. Create new cloud-sql server
2. Default is United States, dropbox with D0-D?? is not populated
3. Change to Asia or European Union and drop box is populated with server sizes.

What is the name of your database instance?
Didn't create one, defaults to D8 only need D1 to get started.

What is the expected output? What do you see instead?

Hi Brian,

I tried to create a new Cloud SQL instance and the default in the "Tier" drop 
down list was at 'D1 - 512 MB RAM'. Can you confirm that you are still 
experiencing this?
