Should `amp nonexistant.file` create a new file? #112

RIght now it errors out, and I have to touch $_; amp $_.

@jedahan it definitely should. I think adding directory argument support introduced a regression. Thanks for raising this; working on a fix, with regression tests. :slightly_smiling_face:
