[PATCH] track lockfile #20

This gist is a patch adding a lockfile and removing Cargo.lock from the gitignore, see that for rationale/etc if necessary.

sorry for doing this through issues, GH's PR workflow is just very cumbersome for small changes. The linked patch should be easy to am to master.

whoops, just realized that binaries track this even if libraries don't - definitely ignore this!
