This completes and extends work originally performed by @taskboy3000 in #24.

New:

Adds a few basic tests checking for tag-file creation
Tag-detail pages' filenames no longer subject to URI encoding (allowing for use of UTF8 in tags)
Adds tags.tt to the files created by plerdall --init
Adds basic documentation
Minor tweaks and adjustments

Looks reasonable and it's a lovely feature. Looks like you are using UTF-8 when reading blog source so emojis may work that way? shrug emjoi

Yes, emoji work as tags, in my testing (though there's no formal testing at this time for that case).
