Fix cookbook run when ChefSpec isn't available

I think we should include Chef 16 tests in kitchen

@amoutaux thank you for this PR. Unfortunately I'm no longer involved in anything related with Chef so I'm not actively maintaining this project. Do you want to take ownership?

@jmadureira Unfortunately we are trying to get rid of Chef and I don't plan on staying involved here either. I just wanted to share with Chef community 🙂. Thanks for your work by the way.

@amoutaux quite understandable. I have no problem in merging this PR and creating a new release for you but I would be a little bit blind here since I won't test anything.
