load ElectionResults from chronicler #152

This is a temporary fix for OffseasonResults no longer returning anything and occasionally returning 400 errors. I'm not 100% sure if this is deprecated now, it wouldn't surprise me if it was. This is the last fix needed before we can re-enable the doc scripts.

The other reason I'm holding off on this is that Chronicler doesnt... actually seem to have all the offseasonRecaps, only since Season 11.

Confirmed from Circuit 1 this is just a case of not supporting the sim parameter, so it's not broken really
