Allow all version of the 7.0.x versions of Rails #195

In MR #193 it does not allow versions 7.0.2 of Rails. Also use consistent version requirements as in Appraisals and gemspec.

@jmazzi did you publish a new version with this change? Can you create a new release tag or add this latest version to rubygems.org when you have a chance?
