Readthedocs does not publish the documentation correctly

• create a requirements.txt file
• in advanced settings do the following:
  • click "Install your project inside a virtualenv using setup.py install"
  • enter requirements.txt in the "Requirements file"
  • click "Give the virtual environment access to the global site-packages dir."
