Favor grabbing release directly and pinning version

@tboerger Would like your thoughts on this.

Personally I like grabbing a declared version of terraform to include with the plugin. I also like being able to grab a release as it makes it faster/easier to use a newer version of terraform.

It's up to you, currently I can't build the latest terraform on alpine
