chore: upgrade PHPmyAdmin to new/stable v8 perhaps #13

Bug: (table pdf_files GUI part shows blank page.) -Can only view pdf_files table, by going to the SQL tab, and running a query, So, you prob need to install a newer version of phpmyadmin, ur v. is outdated. think on cloud/hosting(siteground) install db services. -high level what will be needed?

What I was doing when I got this bug: clicked file upload button, then hit refresh and it sent again, but i think i did it quickly may be concurrent? since file size was decent size (5M).

This bug is now gone, after a few resets, but i still need to update
